Here are a couple of ideas:
1) Leave things as they are and the GMs just have to accept the challenge of running the team with the budget handed to them by Mogul.
2) I can reset all of the budgets and even them out for every team so that everyone is on equal playing gound.
3) I can keep the budgets as they are, but offer "bonuses" to teams in terms of cash payouts for creative submissions (like stories about your team or the players on your team that you might see done on ESPN or in a newspaper), weekly pitcher/player/rookie awards for both leagues, monthly awards in the same categories, All Star Game bonuses, and year end award bonuses. Again, this won't affect your payroll budget initially, but it will give you more available cash which could always help.
4) I will allow teams to go over budget, but keep in mind that you will have to balance out your finances so that you have enough money left at the end of the season to sign your arbitration cases, pending FA's, and such. I am not a wizard when it comes to the financial set ups for Mogul. You can spend money on the farm system, on the medical staff, and scouting department and set prices for tickets and concessions. It is up to you to tell me what to set those things at and ultimately where your team ends up with cash at the end of the season.

Since this is a redraft, I think every team should start with the same payroll budget. So those teams with less payroll(marlins, brewers, etc.) wont be constricted to drafting only prospects.

I vote for all payrolls to be the same. Then some teams can choose to go with youth for the longterm, skills for the now, or a mix of both to even things out. It's going to be just as challenging and it will encourage paying attention to the real baseball season as well.

I believe we should even it out as well.
We will still get teams who will draft prospects and build for the future, but that should be a decision and not something that's forced by a budget.

I doubt very seriously that if given the option to build a team through prospects will be seriously considered by any GM if payrolls are evened out. I also do not want to handicap any team by forcing a pretty unrealistic payroll on a GM either, even though you all were given choices as to which team to lead.
You do know that if your team performs well and if you have your finances in order at the end of the year your payroll budget increases?
I just think that evening the payrolls will remove the challenge of making crucial decisions about which players to sign.
At any rate, most of my feedback seems to be that the GM's do not want a payroll restriction. If that is the case there will be no bonuses for player of the week/month, etc. There will be no need for it.
Payroll budget is not your only concern as a GM. It will be every GM's responsibility to maintain their expenses, ticket prices, and concession prices. I will not adjust them for you. You will need to come to me with how much you want to spend on your medical staff, development, and scouting, and how much you want to charge for your tickets and concessions. If your team goes into the red you won't be able to negotiate with your arb. eligible players or pending free agents. This is something I will have no control over, Mogul does that automatically.

even payrolls sound good to me as well. I would want the payrolls to be on the lean side though. Make it more of a challenge.
