Yes, it means "equalizing" the budgets. Everyone has the same set payroll budget. The question then arises, what should the payrolls be set to? How about the average actual major league payroll for 2007? Here is the payroll listing for MLB in 2007: sportsline.com/mlb/salariesAccording to that, the median payroll is almost $85 million dollars. How does that sound?
